Abstract : Cities always grow and develop through sustainable urbanization. This process caused the settlement growth spreading to the outer part of the city, known as the border area. Urban sprawl encourages the growth of new sub-service facilities, especially in the locus of the research; namely Sendang Mulyo village; which are located in the border area of Semarang city. In the early stages of city planning of Semarang, calculation the provision of social facilities in border areas, use a basic standard which are commonly used for the development of urban settlements. A few years later the number and type of social facilities was not match to the needs of the user community. This research aims to know about the utilization characteristics of social facilities in the border area of Semarang city. In order to find the the utilization characteristics, this research is done through statistical analysis and descriptive analysis. Based on theory of human settlements and theory of urban form, it is used as grand theory, it can be found that the utilization characteristics of social facilities in the border area of Semarang city have a specific characteristic. This research concluded that the utilization characteristics influenced by human aspect of their environment, environmental perception and behavior setting. All of it is formed naturally; they adjust to the surrounding settlement behavior. Keywords- border area, social facilities, settlement characteristics, behavior setting
