Identify the Influenced Factors of Cross-Border E-Commerce Based on Fuzzy Delphi and Dematel

Abstract
Due to the development of information technologies recently, cross-border e-commerce (CBEC) has received more attention in the past few years. In fact, cross-border e-commerce was already growing before the COVID-19 virus outbreak. The cross-border e-commerce (CBEC) became an important transaction model among different countries in the world. More and more enterprises begin to explore the application of CBEC, especially small and medium-sized enterprises. Actually, many factors will affect the success of the operational strategies in CBEC environment. Therefore, it is an important issue to identify the critical factors of operation strategies to implement CBEC. Because managers always cannot describe their opinions clearly, it is suitable to express their evaluations by using the linguistic variables in the evaluation process. Under this situation, the linguistic DEMATEL (decision-making trial and evaluation laboratory) method is applied to indicate influential relationships and to compute the importance of all factors. Based on the linguistic opinions and DEMATEL, this paper proposed a systematic way to explore the ranking of critical factors of operation strategies for CBEC.
