Abstract : With the advancement of urbanization in China, migrant workers have become the main body of the floating population. A large number of non-registered people live in cities, which brings pressure and challenges to public services, public safety and grass-roots governance. This study will provide suggestions for improving the ability of urban governance from the perspectives of guiding migrant workers to urbanize, participating in urban governance and improving the labor-capital game mechanism.
