Government to Citizen (G2C): Development and Implementation of G2C System for Enhanced Government Community Services

Abstract
Transformation of one’s country towards a feasible and buoyant society is supported by the United Nations e- Government Development Index Survey. This survey aimed to measure the effectiveness and readiness of a country’s egovernment in providing public services, transactions, and performance to ensure transparency and revolutionize the functions of the government. Countries in the Asia Pacific are evaluated using the three main components which includes the scope and quality of online public services; the status of the development of telecommunication infrastructure; and the status of human capital. The Philippines strives to revolutionize its commitment in improving ICT and e-governance following the international guidelines set by the United Nations. This paper will have a great impact in identifying a solution that will simplify contact between the government and its people by integrating features of United Nations – American Standard Public Administration’s Five Stages of e-Government. The main objective of this paper is to develop and implement G2C system for enhanced government community services. It made use of Object-Oriented Analysis and Design with Unified Process, and web technologies as its tools and methodology. Results show that the developed G2C system is effective and useful for the target community by delivering online access of information, resources and services. The system is implemented in a web-based platform by which the citizens can access information, participate in public and policy decisionmaking, and all works of public welfare. Further work can focus on expanding the system to at least Stage 4 of the UNASPA’s Five Stages of e-Government is recommended by this paper.
