Abstract : The offline payment infrastructure is not efficient. The payment can only be made via the Internet or
mobile network. Payment without the internet/mobile network was difficult, primarily when natural disasters and
calamities occurred. Natural disasters cause significant harm to life, property, resources, wildlife, environmental
damage, economic disruption, and communication. It is very important to hear, which is not always possible at the
time of natural calamities due to the failure of the internet/mobile network. Also, the transactions get limited or stopped.
In view of the above, we propose SDNMesh-Blockchain technology to connect users through BlueTooth/wifi/hotspot
as a medium/connection to establish a payment network through which transactions can be done without an
internet/mobile network. SDNMesh-Blockchain is a payment gateway without an internet/mobile network, a hybrid of
Mesh Network, SDN(Software-Defined network), and Blockchain.
